- Applicant must be a resident of Bienville Parish and present current proof of residency (i.e. utility bill addressed to applicant, voter registration card, etc.)
- Non-residents who work in the Parish must present proof of employment
- Non-residents who live in neighboring parishes must first obtain a Green Gold or Trailblazer card from their home library
- Parents must obtain cards for children under the age of 17
- There is a charge of $1 for Library cards
- Complete rules for card eligibility are available at the Library
